Does Flash come with a USB-C to USB-C cable?

Cables with this chip and compatibility tend to cost $20+ so you will notice a much slower charge speed using a regular USB-C to USB-C cable such as the original cable that comes with a Ipad Pro or Samsung Note 10+/S10+.
